Five-Year Capital Facilities Plan

The New York State Education Department (NYSED) Commissioners Regulations Part 155.1 and Part 155.3 require the Board of Education at every School District in the State of New York to develop a Five-Year Capital Facilities Plan. A Five-Year Capital Facilities Plan charts the district’s anticipated major construction, renovation, and upgrade projects over the coming five years.

Each year a district must review and update the plan to reflect completed projects, changes in priorities and any new health, safety, or programmatic requirements. The annual update ensures that the district’s long-term planning remains current, fiscally responsible, and aligned with state standards for providing safe educationally adequate learning environments.

The Five-Year Plan is prepared using a combination of information and data sources. Data sources include visual inspections of the facilities, review of existing documents, interviews with key personnel and stakeholders. This approach allows the district to get a holistic understanding of their facilities.

Following preparation of the Districts Building Condition Survey (BCS), the A/E firm assists a district to prepare the Five-Year Plan tailored to specifically address the needs discovered as part of the BCS. The A/E firm then provides order of magnitude cost estimates that can be manipulated while determining what work will be done in each year.

Often, the Five-Year Plan identifies more facility needs and improvement projects than a district can realistically fund or accomplish within a single five-year period. This requires careful prioritization based on safety, educational impact, and fiscal capacity.

When reviewing your plan, please note the following:

  • Items that are struck out in and in red have been completed. Year 1 of the plan has passed so there is no work included in that category.
  • Items that are listed with a priority of Budget represent projects that are being completed through yearly budget allocations.
