As part of our continued efforts to prepare for the 2025–2026 implementation of the statewide mandate requiring bell-to-bell restrictions on personal electronic device use, we proactively engaged multiple stakeholder groups during the first two weeks of June to gather input on the initial communication What to Expect: 2025-2026 Cell Phone & Device Use Guidelines letter outlining expectations for the upcoming school year. Revisions were made based on the feedback received during these discussions, which included the following representative groups:

  • CUFSD Parent Advisory Panel 
  • Code of Conduct Committee (includes CA staff, parents, admin, & student  representatives)
  • Chester Academy Faculty (2025-2026 change only applies to CA)
  • Middle School and High School Student Council

What did Chester UFSD previously have in place for personal device use?

  • At the start of the 2024-2025 school year the Board of Education revised Policy #7316-Use of Electronic Devices.
  • The 2024-2025 Code of Conduct states:

STUDENT USE OF ELECTRONIC COMMUNICATION DEVICES

To maintain a safe and productive learning environment that supports both student well-being and academic excellence, it is important to address the impact of cell phones and personal electronic devices during the school day. This includes smartwatches and wireless earbuds or AirPods. Research shows that these devices can hinder students' focus and engagement in learning, while also affecting their social development and interactions. 

Under this policy, all cell phones and smartwatches must be stored in bags or lockers during instructional periods. At Chester Elementary School, devices should remain out of sight in backpacks for the entire school day.  Any violation of current expectations will be addressed according to the District’s Code of Conduct.

Board of Education Policy #7316 - Use of Electronic Devices will be updated prior to the start of the 2025-2026 school year to reflect the bell-to-bell mandate and related changes outline in the What to Expect: 2025-2026 Cell Phone & Device Guidelines letter.

What devices are included in the policy?

  • Cell phones (with or without internet access)
  • Tablets, gaming devices
  • AirPods, earbuds, and Bluetooth/wireless headphones
  • Smartwatches and internet-connected personal devices

What does "silenced" mean?

  • A cell phone is considered silenced when it is either turned off or set to a mode that prevents all audible sounds and vibrations—including calls, messages, notifications, and alarms. Devices must remain off or completely silent throughout the entire school day, including instructional time, hallway transitions, lunch, and all non-instructional periods, to avoid disruptions, support positive interactions, and help ensure a safe, respectful, and focused school environment.

Why will the district be implementing this update to Policy #7316- Use of Electronic Devices?

  • On May 10, 2025, Governor Hochul signed legislation requiring all public schools to enforce bell-to-bell restrictions on personal device use.

What happens if my child violates this policy?

Our goal is to help students build responsible digital habits through clear expectations and supportive accountability. If a student does not follow the policy, their parent or guardian will be notified of any infraction. We view this as an opportunity to partner with families in reinforcing shared expectations and helping students make positive choices.

  • First Violation: The device will be held in the main office for the remainder of the school day.
  • Second Violation: The student will be required to check in their device at the main office each morning and retrieve it at dismissal for one week.
  • Third Violation: The student will continue to be required to check in their device daily for a minimum of two weeks.  Additional consequences in accordance with the District Code of Conduct, including those related to insubordination.

Further violations will result in additional disciplinary actions as outlined in the District Code of Conduct.
