Proposal

The Chester School District is proposing a plan to build a multipurpose athletics field, including rest rooms, a concessions stand, and athletics storage space, on the current site of the Maple Ave. School / Chester High School.  The field could be used for a variety of sports including football, soccer, lacrosse, field hockey, cross-training, etc. and could also be used by community youth sports organizations.  The approximate cost of the project is $7.9 million and the annual cost to the average homeowner would be approximately $189 /year. 

 

Background

The proposed field would be constructed on the location of the current Maple Ave. School / Chester High School.   In order to build the field and facilities the old school building will have to be demolished.   The school building is presently empty and unused and is in unusable and deteriorating condition.  In fact, the cost estimate for necessary repairs to Maple Ave. School / Chester High School exceeds $4 million.  The Chester School District does not need additional classroom space since Chester’s schools are at approximately 50% of their potential student capacity.  However, there is a shortage of athletics fields in the Chester School District.  The district currently uses Chester Commons, a town park on the other side of Chester, for many of its sports functions.

 

In 2016 the Chester Board of Education began a study of future options for the Maple Ave. School / Chester High School.  Options that were studied included:  repairs, “mothballing”, sale, lease, and repurposing the property for continued district use.  In 2019 it was determined that the option of using the Maple Ave. School / Chester High School property to build a multipurpose field and facilities on the site is the best use for that property.  

 

A multipurpose athletic field and facilities would provide for the needs of the students of the school district and members of the community.  By incorporating historical elements of the Maple Ave. School / Chester High School into the design of a multipurpose athletic facility this project would preserve the past history of the school and would provide needed athletics fields for our children and community.  In October 2019 this plan received approval from the New York State Office of Parks, Recreation, and Historic Preservation, recognizing the district’s efforts to preserve the history of the school.

Vote Required - Public Referendum Scheduled

In order to move forward the voters of the Chester School District will be required to approve the proposal.  A public referendum for eligible voters of the Chester UFSD will take place during the hours of 6:00 a.m. – 9:00 p.m. on Tuesday, February 25, 2020 at Chester Academy, 64 Hambletonian Ave. Chester, New York 10918.  All registered voters of the school district are eligible to participate in the vote. 

 

 

Voter Information

 

Voter Qualifications:   A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, (3) a legal resident within the School District for a period of thirty (30) days next preceding the  vote and (4) who is not otherwise prohibited from voting under the provisions of NY Election Law. 

 

The School District may require all persons offering to vote to provide one form of proof of residency pursuant to Education Law 2019-c.  Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card.  Upon offer of proof of residency, the school District may also require all persons offering to vote to provide their signature, printed name and address. 

 

 

Absentee Ballots:  Applications for absentee ballots will be obtainable between the hours of 9:00 A.M. and 4:00 P.M Monday through Friday, except holidays, from the School District Clerk, 2 Herbert Drive, Chester, New York 10918, telephone number (845) 469-2178 extension 2202.  Applications will also be available on the school district website, www.chesterufsd.org.  Completed applications must be received by the District Clerk at least seven (7) days before the election (February 18, 2020) but not earlier than thirty (30) days prior (January 26, 2020) if the ballot is to be mailed to the voter, or by 4:00 P.M. on the day before the election (Monday, February 24, 2020) if the ballot is to be issued to the voter in person.  Absentee ballots must be received by the District Clerk by no later than 4:00 P.M., prevailing time, Tuesday, February 25, 2020
